SB 102/LM (BR 1677) - D. Seum, J. Denton
AN ACT relating to vehicle emission testing.
Create a new section of KRS 224.20-710 to 224.20-765, relating to environmental protection, to require certain air pollution control district boards to develop plans to meet the requirements of the national ambient air quality standards without the use of a vehicle emission testing program; require the establishment of VET program review groups in counties that are not in attainment for the national standards; direct that the review groups shall identify alternative methods of bringing the county into attainment without the use of a VET program; direct that a review group be attached to the LRC for administrative purposes; require a report by September 1, 2003.
SB 102 - AMENDMENTS
SCS/LM - Direct that if a VET program review group is to be established, the LRC shall establish the group rather than the group being automatically created; direct that the members of the group shall be appointed by the LRC rather than by the entities to be represented on the group; require a VET program review group to report to the LRC within 12 months of appointments to the group instead of by September 1, 2003.
SFA (1, T. Shaughnessy) - Delete the provisions of Section 1; create a new section of KRS Chapter 77 relating to air pollution control districts to require a county that has established an air pollution control district to direct the district's staff to develop a community clean air program; require the governing body of the county, or its successor, to give final approval of the program by June 30, 2003 and to implement the program by January 1, 2004.
