     Urge a review of state and local plans for responding to a disaster; urge the Adjutant General to coordinate the review; include evacuation planning tailored to specific needs of geographic regions; urge wide dissemination of evacuation plans; recognize the problems of special needs populations; include plans for the care of families of first responders; urge creation of a volunteer corps; encourage regional planning; urge wide distribution of the final report.

HR 19 - AMENDMENTS


     HCS - Delete original provisions; request the Legislative Research Commission (LRC) to appoint a Special Subcommittee on Emergency Management/Homeland Security to study, with the assistance of a professional consultant, the emergency management and homeland security programs in Kentucky and make recommendations to the General Assembly; set forth the membership consisting of 12 members appointed by the Speaker of the House and President of the Senate from the membership of the Interim Joint Committee on State Government and the Interim Joint Committee on Seniors, Military Affairs, and Public Protection; include the four co-chairs of those two interim committees as ex officio voting members; establish a list of issues to be addressed; require a final report to both interim joint committees by November 1, 2006, and forwarded to the LRC by December 1, 2006; describe the qualifications of any consultant selected.
