SB 171/LM (BR 1538) - J. Denton
AN ACT relating to public safety and declaring an emergency.
Create a new section of KRS Chapter 11 to require the Commonwealth Office of Technology, to the extent money is available, to establish a statewide planning and mapping system for public buildings; specify what the planning and mapping system is to include; require state agencies and political subdivisions to participate in the mapping system, and to provide specified information for inclusion in the system; require the Commonwealth Office of Technology to seek federal funds for the mapping system, to distribute grants to state agencies and political subdivisions, and empower the agency to accept gifts, grants, and contributions; create annual reporting requirements to give an overview of the system.
SB 171 - AMENDMENTS
HCS/LM - Retain existing provisions and amend KRS 189.125 to add a requirement that a child of specified age, weight, and height be secured in a child booster seat that meets federal requirements; permit a police officer to issue a citation for not wearing a seatbelt and prohibit this violation from becoming part of a person's driving history record; prohibit any local ordinance from superseding the requirements; amend KRS 189.515 to require that a person age 16 and older wear protective headgear when operating an ATV on public property; require a person under age 16 operating or riding in an ATV to wear protective headgear at all times; amend KRS 189.990 to specify that a violation of the seatbelt requirements may be pre-paid and not subject to court costs; amend KRS 431.452 to conform; create a new section of KRS Chapter 189 to prohibit law enforcement roadblocks for the sole purpose of checking for violations of KRS 189.125; require the Transportation Cabinet to erect signs at border crossings and on interstate highways notifying about seat belt use requirements; require that law enforcement officers issue courtesy warnings rather than citations between the effective date of the Act and January 1, 2007.
