AN ACT relating to motor vehicle usage tax.
     Amend KRS 138.450, relating to definitions governing motor vehicle usage tax, to require the "retail price" of used cars to be based on the actual cash consideration paid for the vehicle; require the buyer and seller to sign an affidavit verifying the total consideration paid for the vehicle; establish penalties for persons who willfully and fraudulently give a false statement as to the total consideration listed in the affidavit; amend KRS 138.460, relating to the rate and collection of motor vehicle usage tax, to conform; make provisions effective for motor vehicles purchased after July 31, 1998.
