AN ACT relating to enhancement of public safety.
     Create new sections of KRS Chapters 197 and 441 to limit use of certain exercise equipment and martial arts training for inmates in jails, prisons and confinement facilities; create a new section of KRS Chapter 16 to require state police to sell confiscated firearms and use proceeds to purchase body armor for local police departments; amend KRS 16.210 relating to state police to conform; amend KRS 500.090 relating to forfeited property to require local police departments to sell confiscated firearms and use money for purchase of body armor for law enforcement officers; amend KRS 237.090 and KRS 527.060 relating to disposition of firearms used in firearms offenses to conform; create new sections of KRS Chapters 65 and 45A to require state and local agencies disposing of firearms to either sell them or make other authorized dispositions and use the funds for purchase of body armor, new firearms, ammunition, and range facilities; amend KRS 438.250 mandating HIV testing for certain criminal defendants to include hepatitis A and B and tuberculosis testing; create a new section of KRS Chapter 508 to create the crime of disarming a peace officer as a Class D felony.
