     AN ACT relating to medical facility standards.
     Amend various sections of KRS Chapter 216B to define the term "abortion facility"; exempt abortion facilities from certificate of need requirement; require licensure of abortion facilities; authorize licensure of private offices of physicians which are also abortion facilities; require the Cabinet for Human Resources to promulgate administrative regulations setting forth licensure standards for abortion facilities; set forth reporting requirements; require written agreements for emergency transportation and treatment of patients of abortion facilities; create a new section of KRS Chapter 15 to provide for injunctive relief by the Attorney General to prevent violations of standards for abortion facilities; penalty.

SB 217 - AMENDMENTS


     SFA (1, T. Philpot) - Regulate the operations and services of abortion facilities as ambulatory surgical centers, with certain exceptions, rather than have the Cabinet for Human Resources regulate them separately; prohibit additional regulations; apply same penalties to abortion facilities as are applied to health facilities.
     SFA (2, T.      HCS/FN - Return to original provisions providing for regulation of abortion clinics by Cabinet for Human Resources and provide for patient to be able to choose hospital in event of abortion complications.
     HFA (1, K. Stein) - Provide that any physicians office or clinic that provides outpatient surgical procedures using general anesthesia be licensed as an ambulatory surgical center.
     HFA (2, K. Stein) - Provide that any physicians office or clinic that provides outpatient surgical procedures using general anesthesia be licensed as an ambulatory surgical center.
     HFA (3, M. Marzian) - Delete provision relating to agreements with ambulance services.
     HFA (4, M. Marzian) - Make administrative regulations providing licensure standards and procedures and any other information required under this section confidential.
     HFA (5, M. Marzian) - Delete provisions of bill and replace with study of abortion clinic regulation.
