     AN ACT relating to retirement benefits.
     Amend KRS 61.705 to provide that the five thousand dollar death benefit provided to members of the state, county, and state police retirement systems be converted to a five thousand dollar life insurance policy benefit.

SB 248 - AMENDMENTS


     HCS/AA - Retain original provisions but amend to provide life insurance coverage to retirees only; amend KRS 18A.205 to provide that volunteer firefighters totally disabled in the line of duty are considered state employees for purposes of the state life insurance policy.
     HCA (1/Title, C. Geveden) - Make title amendment.
     HFA (1, J. Gray) - Add section to require Medicaid coverage of services that are within the lawful scope of practice of a chiropractor to the extent that the Medical Assistance Program pays for the same services provided by a physician.
     HFA (2/Title, J. Gray) - Make title amendment.
     HFA (3/AA, J. Barrows) - Amend KRS 61.510 and KRS 78.510 to define final compensation for nonhazardous employees whose effective retirement is between August 1, 2000, and January 31, 2005, and whose total years of service credit equals at least twenty-seven years and whose total age and years of service equals seventy-five to mean the three fiscal years that they employee was paid at the highest average monthly rate divided by the number of months of service credit during that three year period multiplied by twelve; provide that the funding be provided from existing funds of the retirement allowance account.
     HFA (4, G. Stumbo) - Create a new section of KRS Chapter 48 to permit the Governor to declare an emergency and administer the executive branch of government with public funds not to exceed appropriations provided for the immediately preceding fiscal year if general appropriations bill for the executive branch is not enacted; restrict authorizations to maximum of one fiscal year; require investment of revenues received in excess of appropriations.
     HFA (5, G. Stumbo) - Create a new section of KRS Chapter 48 to permit the Legislative Research Commission to declare an emergency and administer the legislative branch of government with public funds not to exceed appropriations provided for the immediately preceding fiscal year if general appropriations bill for the legislative branch is not enacted; permit the Chief Justice to declare an emergency and administer the judicial branch of government with public funds not to exceed appropriations provided for the immediately preceding fiscal year if general appropriations bill for the judicial branch is not enacted; restrict authorizations to maximum of one fiscal year; require investment of revenues received in excess of appropriations.
