     Request the Kentucky Board of Education and Department of Education to encourage teachers and school administrators to implement KRS 158.195 and post and teach from historic displays of original documents reflecting American history, which may include the Ten Commandments; permit cost of posting and maintaining displays to be defrayed in whole or part by voluntary private contributions; direct the Department of Education to report annually to the Interim Joint Committee on Education on implementation of KRS 158.195 and this resolution.

SJR 57 - AMENDMENTS


     SCS/FN - Retain original provisions except revise the "whereas" clauses and require the Department of Education to report to the Legislative Research Commission rather than to the Interim Joint Committee on Education.
     SFA (1, D. Karem) - Change references to "Christianity" to "religion."
     SFA (2/Title, D. Karem) - Amend Title to change "Christianity's influence" to "religion's influence."
     SFA (3, T. Shaughnessy) - Change references from "Christianity" to "Judeo-Christianity"; add to list of documents President Franklin D. Roosevelt's Fourth Inaugural Address and Senator John F. Kennedy's 1960 Address to the Greater Houston Ministerial Association; require the Department of Education to send one copy of KRS 158.195 and this resolution electronically to each public school for distribution to all teachers and school administrators rather than require the department to send a copy to all teachers and school administrators.
     SFA (4/Title, T. Shaughnessy) - Amend title to change "Christianity's" to "Judeo-Christianity's".
     SFA (5, A. Robinson) - Clarify that a copy of KRS 158.195 and this resolution is to be delivered to the superintendent of each public school district, and the superintendent is to then distribute a copy of KRS 158.195 and the resolution to every public school teacher and public school administrator in the superintendent's district throughout the Commonwealth.
     HCS/FN - Delete the original provisions and substitute the provisions of HJR 135.
     HCA (1/Title, T. Riner) - Make title amendment.
     HFA (1, R. Cox) - Require school councils to post the preamble to the Kentucky Constitution in all public school classroom buildings.
     HFA (2, T. Feeley) - Delete majority of whereas clauses.
     HFA (3, K. Stein) - Insert a "WHEREAS" clause quoting Thomas Jefferson.
     HFA (4, K. Stein) - Insert a "WHEREAS" clause quoting John Leland.
     HFA (5, K. Stein) - Insert a "WHEREAS" clause quoting James Madison.
     HFA (6, K. Stein) - Directing that the statues in the Capitol rotunda be sold, and that the proceeds be deposited in an account dedicated to the payment of legal fees incurred in defense of unconstitutional legislation enacted by the General Assembly.
     HFA (7, K. Stein) - Insert a "WHEREAS" clause quoting Abigail Adams.
     HFA (8, K. Stein) - Insert a "WHEREAS" clause quoting James Madison.
     HFA (9, K. Stein) - Insert a "WHEREAS" clause quoting Thomas Jefferson.
     HFA (10, K. Stein) - Insert a "WHEREAS" clause quoting James Madison.
     HFA (11, K. Stein) - Insert a "WHEREAS" clause quoting President George Washington.
     HFA (12, K. Stein) - Insert a "WHEREAS" clause quoting Section 5 of the Kentucky Constitution which sets forth the Right of Religious Freedom.
     HFA (13, K. Stein) - Insert a "WHEREAS" clause quoting James Madison
     HFA (14, K. Stein) - Insert a "WHEREAS" clause quoting Noah Webster.
     HFA (15, C. Geveden) - Add a "WHEREAS" clause quoting President Washington's letter to the Hebrew Congregation in Newport, Rhode Island.
     HFA (16, K. Stein) - Direct the Finance and Administration Cabinet to sell the statues in the Capitol rotunda, and deposit the proceeds in an account to pay for the defense of unconstitutional legislation enacted by the General Assembly.
     HFA (17/Title, T. Riner) - Make title amendment.
     HFA (18, T. Riner) - Delete original provisions and substitute provisions of HJR 135, except delete all or portions of several "whereas" clauses; require that a copy of the resolution be part of the historic displays which incorporate a depiction of the Ten Commandments; require the Department of Education to institute a "Read to Learn" program in consultation with the Legislative Research Commission through its director; require relocation on the Capitol grounds of a monument on which the Ten Commandments are inscribed and which was previously displayed on the Capitol grounds; require the monument to be made part of an historic display, near the floral clock, to include the resolution.
     HFA (19, C. Geveden) - Same as HFA 15 except amend resolution rather than committee substitute.
     HFA (20, T. Riner) - Same as HFA 18, except incorporate HFA 15.
     HFA (21, T. Riner) - Same as FA 20, except delete portions of several "WHEREAS" clauses; delete a "WHEREAS" clause quoting William Blackstone; insert a "WHEREAS" clause quoting John Quincy Adams; delete the requirement that documents be displayed in frames of a certain size; delete the requirement that the Department of Education institute a "Read to Lead" program; delete the requirement that a site-based council set forth a purpose for erecting a historical display; make the requirement that the displays be paid for by private contributions permissive rather than mandatory; require that the Department of Facilities Management, with the consultation of LRC, relocate the monument on the Capitol grounds.
     HFA (22, T. Riner) - Same as HFA 21 except delete "WHEREAS" clauses quoting President John F. Kennedy and Noah Webster, and insert a "WHEREAS" clause quoting Abigail Adams; create a finding that the Ten Commandments are the precedent legal code of the Commonwealth and delete a similar "WHEREAS" clause; delete the Legislative Research Commission's involvement in relocating a monument; provide that the display to be relocated is to remind Kentuckians of the Biblical foundations of Kentucky laws.
