HB 265/FN/LM/CI (BR 82) - L. Clark, B. Yonts, P. Bather, J. Crenshaw, C. Geveden, J. Haydon, D. Horlander, J. Jenkins, R. Wilkey

     AN ACT relating to nuclear transplantation.
     Create new sections of KRS Chapter 438 to prohibit cloning for the purpose of producing a child; require persons and organizations engaging in cloning activities to register with the Cabinet for Health Services; create a new section of KRS Chapter 164 to require public institutions of postsecondary education to protect state intellectual property interests in human nuclear transplantation research.

HB 265 - AMENDMENTS


     HCS/FN/LM/CI - Retain original provisions except delete Section 4 relating to intellectual property rights arising out of research at state universities.

     HFA (1, J. Fischer) - Amend to delete whereas clauses, to prohibit all human cloning or nuclear transplantation, to delete Section 3 of the bill regarding registration of researchers engaged in nuclear transplantation, and to delete Section 4 of the bill relating to intellectual property rights in research.

     HFA (2, J. Fischer) - Amend to delete whereas clauses, to prohibit all human cloning or nuclear transplantation, and to delete Section 3 of the bill regarding registration of researchers engaged in nuclear transplantation.

     HFA (3, T. Burch) - Define "human cloning with the intent to create a legislator"; provide that no person or entity shall conduct or attempt to conduct human cloning with the intent to create a legislator, nor transport or cause the transportation of the product of nuclear transplantation into or out of Kentucky for the purpose of human cloning with the intent to create a legislator; classify a the crime as a Class C felony.
