     AN ACT relating to retirement.
     Provide service credit to noncertified employees of school boards as currently calculated, except "ten-month" employees shall be entitled to ten months of service if the employee works at least 30 hours in the tenth month.

HB 36 - AMENDMENTS


     HCS (1/LM/AA) - Delete the provisions of the original bill and provide that service credit for noncertified school board employees be calculated by rounding up to the next whole month rather than by rounding to the nearest whole month and that for noncertified employees who work at least 170 days per year(averaging 80 or more hours per month) the service credit awarded shall be 10 months for school year 1999-2000, 11 months for school year 2000-2001, and 12 months for school year 2001-2002 and beyond; and establish a separate retirement plan within the County Employees Retirement System for school board noncertified employees with distinct contribution rates for those employees.
     HCS (2/FN/AA) - Retain provisions of HCS1 that provide a service credit rounding method up to the next whole month for service after July 1, 1998, and retroactively for school years 1996-97 and 1997-98; provide that after July 1, 1998, funding for payment for the additional cost resulting from the rounding up procedure be paid at the time of retirement of the individual rather than on the amortized basis and provide that if payment is not made the member loses entitlement to the service; delete phase in of service entitlement up to 12 months; delete provision for a distinct system for school board employers; require the board to give the Kentucky Education Support Personnel Association 24 hours notice of board meetings to the extent possible.
     HCA (1, P. Mason) - Require that the Kentucky Retirement Systems recalculate affected members' benefits during fiscal years 1996-98 and award service credit by rounding up to the next whole month rather than by rounding to the nearest whole month.
