Summary of Original Version Create a new section of KRS Chapter 278 to authorize the Kentucky Public Service Commission to consider rates of utilities with economically distressed counties in their service territory; amend KRS 278. 030 to require the commission to consider whether an increase in rates will have an adverse impact on the citizens of economically distressed counties and cap the rate of return on investment at six percent (6%); amend KRS 278.180 to provide that within six (6) months of a rate increase, ratepayers may petition the commission for a rehearing of the rate increase; EMERGENCY.
