201 KAR 50:210.Appraiser roster and reporting.
Section 1.
Appraiser Roster and Reporting.(1)
The board shall maintain a roster of associate real property appraisers, licensed residential real property appraisers, certified residential real property appraisers, and certified general real property appraisers.(2)
The board shall collect an annual roster fee as established in 201 KAR 050:010 Section 1(1)(g) from each licensed residential real property appraiser, certified residential real property appraiser, and certified general real property appraiser.(3)
The board shall transmit the roster, minus the list of associate real property appraisers, and appropriate roster fees to the Appraisal Subcommittee of the Federal Financial Institutions Examination Council at least annually.HISTORY: COMPILER'S NOTE: 2025 RS HB 6, enacted by the General Assembly on March 27, 2025, altered the information to be provided at the time an administrative regulation is filed. PUBLIC HEARING AND COMMENT PERIOD: A public hearing on this administrative regulation shall be held on September 30, 2026, at 1:00 P.M. This regulation establishes how the board records, maintains, and provides a roster of all appraisers and reports the roster to the Appraisal Subcommittee.

KRS 324A.020, 324A.035, and KRS 324B.045 require the Real Property Appraisers Board to promulgate administrative regulations necessary to carry out the provisions of KRS Chapter 324A. KRS 324A.154 requires the board to establish by administrative regulation the roster fee to be charged to appraisers. KRS 324A.154 requires the board to establish by administrative regulation the filing fees. KRS 324A.020 authorizes the board to provide a list of certified appraisers to the Appraisal Subcommittee of the Federal Financial Institutions Examination Council. 12 U.S.C. 3338(a)(1) requires the board to maintain and transmit a roster of all licensed or certified appraisers to the Appraisal Subcommittee of the Federal Financial Institutions Examination Council.
(c) How this administrative regulation conforms to the content of the authorizing statutes:
This administrative regulation sets the roster and reporting requirements authorized by KRS Chapter 324A and required by Title XI of the Financial Institutions Reform, Recovery and Enforcement Act of 1989 (12 U.S.C. § 3331 through 12 U.S.C. § 3351).
(d) How this administrative regulation currently assists or will assist in the effective administration of the statutes:
This administrative regulation will assist the Board in effective oversight of appraisers by establishing roster reporting requirements and procedures.

This administrative regulation will affect the 1,281 appraisers, 145 associate appraisers, 2 nonfederal appraisers, and the 99 appraisal management companies (“AMCs”) currently licensed by the Board, as well as all new applicants for licensure.
(5) Provide an analysis of how the entities identified in question (4) will be impacted by either the implementation of this administrative regulation, if new, or by the change, if it is an amendment, including:
(a) List the actions that each of the regulated entities identified in question (4) will have to take to comply with this administrative regulation or amendment:
Current and prospective appraisers will need to comply with the roster and reporting requirements of this administrative regulation.

AMCs will be required to pay the roster fee.
