Summary of Original Version Create a new section of KRS Chapter 164 to require public colleges and universities to submit a plan to the Council on Postsecondary Education to increase the number of students who graduate with a bachelor's degree within four years of initial enrollment; require the council to develop a multifaceted tracking process capable of following cohorts of students throughout the public postsecondary system, collect student data, and report to the Legislative Research commission annually on the number of students, number on track to graduate, number who graduate within four years or within five years if in a specialty program; require boards of regents or trustees to include progress on these measures in the annual evaluation of the president of the institution beginning in 2014.
