Summary Add a new Part V provision to the Transportation operating budget to provide that the Governor's 2010 Recommended Highway Construction Plan as submitted by the Governor on January 28, 2010, shall become the enacted Biennial Highway Construction Plan if the General Assembly does not enact such a plan during the 2010 Extraordinary Session.
