Summary of Original Version Propose to amend Section 36 of the Constitution of Kentucky to limit odd-year sessions to revenue and appropriations bills, other subjects that may be proposed by the Governor through the filing of a proclamation, and two subjects proposed for consideration by the Senate President and the House Speaker and agreed to by both of them, drafted into bills and filed in the appropriate house; permit statutory committees to meet during odd-year sessions; restrict action upon revenue and appropriation bills in even-year sessions to three-fifths vote; establish effective date of amendment as January 1, 2014, if ratified by the voters; provide schedule for implementation; submit to voters.
