Summary of Original Version Amend KRS 15A.020 to create the Division of Conflict Services within the Department of Public Advocacy; amend KRS 31.020 to authorize the position of general counsel and establish duties, and designate the public advocate as an appointing authority; amend KRS 31.030 to provide that the public advocate shall determine necessary personnel within the Department of Public Advocacy; amend KRS 31.060 to exclude family divisions of a Circuit Court from the calculation that determines whether a county is responsible for providing public advocacy services; amend KRS 45A.690 to exclude department agreements employing attorneys to represent indigent clients in conflict cases from the definition of a "personal service contract."
