Summary of Original Version Amend KRS 433.900 to include construction, industrial, lawn and landscape, and farm equipment to the definition of restricted metals; amend KRS 433.902 to prohibit a secondary metals recycler from conducting business without a certificate of registration issued by the Office of Occupations & Professions; grant the Attorney General authority to enforce provisions of chapter; amend KRS 433.904 to require a secondary metals recycler to send a daily report to an online database pursuant to the requirements of the Department of Kentucky State Police; assessing a fee on a secondary metals recycler for complying with reporting requirements; create new sections of KRS Chapter 433 to require the department to establish or contract with an outside vendor for the secondary metals recycler database; limit access to the database to only a permitted user; forbid a secondary metals recycler from purchasing a motor vehicle without a valid title from owner of the vehicle or unless the sale meets criteria of KRS 186A.295 or 186A.215.
