Summary of Original Version Create a new section of KRS Chapter 70 that allows a city, county, consolidated local government, urban-county government, charter county government, unified local government, or state law enforcement agency, including sheriffs' offices, to require newly-employed law enforcement telecommunicators to sign a contract and, if that law enforcement telecommunicator accepts employment with another law enforcement agency, to require either the new employer or telecommunicator to provide reimbursement of employment and training costs on a pro rata basis.

Summary Create a new section of KRS Chapter 70 that allows a city, county, consolidated local government, urban-county government, charter county government, unified local government, or state law enforcement agency, including sheriffs' offices, to require newly-employed law enforcement telecommunicators to sign a contract and, if that law enforcement telecommunicator accepts employment with another law enforcement agency, to require either the new employer or telecommunicator to provide reimbursement of employment and training costs on a pro rata basis; amend KRS 39A.020 to define "chief executive officer" and "county"; amend various sections of KRS Chapter 39B to explicitly allow two or more counties to establish a joint local emergency management agency; amend KRS 39B.060 to establish a protocol among counties acting jointly for emergency management for dealing with incidents of an emergency nature using the integrated emergency management system and the unified incident command system.
