Summary of Original Version Amend KRS 6.611 to change the definition of "employer" to include persons hiring anyone who has any contact with the legislative branch of state government relating to a legislative matter and "legislative matter" to include administrative regulations; amend KRS 6.821 to require legislative agents to disclose all amounts paid to legislative agents for specific legislative or executive matters; require legislative employers to disclose all amounts paid by the employer to the legislative agents for specific legislative or executive matters; delete the requirement that legislative employers disclose prorated cumulative compensation paid to legislative agents; amend KRS 11A.110 to require statements filed with the Executive Branch Ethics Commission to be on the commission's Web site; amend KRS 11A.216 to include the issues for which expenditures were made in the reporting requirements for executive agency lobbyists.
