Summary of Original Version Create a new section of KRS Chapter 243 to authorize a retail food establishment wine license as a nonquota alcoholic beverage license; allow the licensee to purchase, receive, possess, and sell wine at retail for off-premises consumption; make the license subject to the same privileges and duties as a quota retail package license; permit the license to be issued to a retail food store or a combination retail food store and food service establishment; require the licensed premises to have at least 10,000 square feet and a minimum inventory of $20,000 worth of any combination of fresh meat, fresh produce, frozen food, and dairy products; amend KRS 243.030, 243.060, and 243.070 to establish state and local license fees for a retail food establishment wine license; amend KRS 244.050 to allow a retail food establishment wine licensee to offer wine samples.
