Summary of Original Version Amend KRS 278.020 to require utilities to obtain insurance coverage sufficient to cover the replacement of any plant, equipment, property, or facility if destroyed; amend KRS 278.021 to specify notice of the abandonment of a utility to be 24 months prior to the effective date of the abandonment and to allow assumption of the abandoned utility service by an alternative provider under specific circumstances.

Summary Retain original provisions of the bill; amends KRS 278.020 to require prior to granting a certificate of public convenience and necessity that the Kentucky Public Service Commission require a water utility to obtain a surety bond or reasonable guarantee that facilities operate for at least 3 years; authorize the commission to provide for a deviation from the surety bond requirement for good cause shown; prohibit approval of an application to abandon facilities until the acquiring utility shows proof of financial integrity; require written notice of application to abandon facilities; require a hearing on application to abandon facilities; amend KRS 278.516 and KRS 65A.050 to conform; declare an EMERGENCY.
