Summary Retain original provisions of the bill, but provide that universities electing to perform financial managment of their properties must submit cell tower siting applications to the PSC if otherwise exempt from local planning regulations, and exempt property for which the use is controlled by the secretary of the Finance and Administration Cabinet from such approval; add and amend KRS 278.650 to conform to exemptions in Section 1 relating to the Finance and Adminsitration Cabinet properties.
