Summary Add language that the General Assembly finds that in order to attract and expand new businesses, the regulations and ordinances relating to the development of land should be consistent with judicial precedent and in accordance with statutes enacted by the General Assembly and allow the cabinet for Economic Development to report on best and worst practices in local communities to attract economic development; amend KRS 100.187 to require the land use element to identify and make provision for vacant, developable land and define "vacant, developable land"; amend KRS 100.191 to require the elements of a comprehensive plan to include research and analysis as to the nature, extent, adequacy, and the needs of the community into the reasonable future but no less than 20 years from the date of the adoption of the comprehensive plan and thereafter from the date of the completion of the periodic review; create a new section of KRS Chapter 100 providing that, if a comprehensive plan fails to comply with the other sections of this bill, it cannot be relied upon by a planning commission or legislative body taking action upon an zoning map.
