Summary of Original Version Amend KRS 403.322 to deny parental rights to a person shown by clear and convincing evidence to have fathered a child via sexual assault; amend KRS 405.028 to deny parental rights to a person shown by clear and convincing evidence to have fathered a child via sexual assault; amend KRS 625.050 to add guardians and de facto custodians to the list of people who may file a petition for involuntary termination of parental rights; create a new section of KRS Chapter 625 to require the court to involuntarily terminate parental rights for someone who is shown by clear and convincing evidence to have fathered a child via sexual assault.
