Summary of Original Version	Create new sections of KRS Chapter 41 to require approval by the Treasurer for the use of state aircraft by executive branch secretaries and employees; require any documentation on the use of state aircraft to be subject to open records; establish the Office of Financial Management within the office of the State Treasurer; repeal, reenact, and amend KRS 42.410 to move the Office of Financial Management and its duties from the Finance Cabinet to the office of the State Treasurer; repeal, reenact and amend and amend various other statutes to conform; repeal KRS 42.400.
