Summary of Original Version Direct the Legislative Research Commission to conduct a study to examine the potential implementation of an alternative rate mechanism for setting utility rates for public utilities regulated by the Public Service Commission; require the final report of the study to be submitted to the Legislative Research Commission no later than November 1, 2022; allow the Legislative Research Commission to alternatively assign the study issues to an interim joint committee or subcommittee thereof and to designate a study completion date.
