Summary of Original Version Create a new section of KRS Chapter 158 to define terms; establish the English learner enhanced support program under the Department of Education (KDE) to help bring English learners with little or no formal education to grade-level proficiency within three years; require KDE to set standards for program; require KDE to contract provider meeting certain standards and with record of success with qualified English learners; require KDE to identify eligible districts or schools; require KDE to offer program to as many students as funds permit; require KDE to report to the Legislative Research Commission regarding progress of program; permit KDE to promulgate administrative regulations to administer the program.
