Summary of Original Version	Amend KRS 220.510 to establish controls for sanitation districts when charging fees, taxes, or other charges to property owners or to other persons for the provision of services; affirm a cause of action when a person is charged for sewer services, but has not received service within 5 years of the plan approval date; provide that the Act may be cited as the Ensuring Fair Sewer Charges Act.
