Summary	Include reimbursements for travel and expenses in mandatory electronic fund transfers; include direct deposits, payroll cards, and similar methods in the definition of electronic funds transfers; require the State Treasurer to honor requests for a paper check within 30 days; require the Personnel Cabinet to notify state employees that wage and travel and expense reimbursement payments will be made by electronic funds transfers unless requests are made for a paper check.
