Summary of Original Version Create a new section of KRS Chapter 57 to prohibit any agency of the state executive or legislative branch from mailing an unsolicited publication to any person who has not requested a copy, unless the mailing is determined to be essential by the Governor or by the General Assembly; require state agencies to submit annual and biennial reports to the General Assembly or the Legislative Research Commission online rather than on paper; amend KRS 12.110 to conform.
