Summary of Original Version Create a new section of KRS Chapter 411 to allow a person injured by an act of terrorism to file a claim for damages against the terrorist; create a new section of KRS Chapter 525 to establish a crime of terrorism as a capital offense which shall be punished by imprisonment for life without probation or parole; state that a person convicted of terrorism shall not be released early.
