Accrual of Continuing Education Units(1)
A minimum of thirty (30) CEUs(2)
A dual license holder in both speech-language pathology and audiology shall complete a minimum of fifty (50) CEUs during the biennial period for renewal which shall include CEUs in both areas of licensure and two (2) hours of ethics.(2)

A person newly licensed during the license renewal period shall not be required to complete continuing education as a prerequisite for the first renewal of their(5)
A person who fails to reinstate a license within five (5) years of its expiration shall apply for a new license and meet current licensure standards. Additionally, the applicant shall provide proof they have worked in the field as a licensee in another state during that time period; or shall provide proof of the successful completion of thirty (30) CEUs within the last twenty-four (24) months for a single license application or fifty (50) CEUs for a dual license application.(5)

The hours shall be earned by completing any of the following educational activities:(a)
Pre-approved programs1.
Programs sponsoreda.

An academic course offered by an accredited postsecondary institution directly related to speech-language pathology or audiology. Academic credit equivalency for CEUs(b)
Programs requiring board review and approval. The board shall issue an approval number upon receipt of the documentation required by Section 4 of this administrative regulation. A program from any of the following sources shall be reviewed for a determination of relevancy prior to board approval:1.
A program, including a home study course or in-service training provided by another organization, educational institution, or service provider approved by the board in accordance with Section 5 of this administrative regulation;2.
A program or academic course presented by the licensee. A presenter of a relevant program or academic course shall earn full CEU3.
Authoring an article in a relevant, professionally recognized or juried publication. Credit shall4.
Online coursework shall not exceed ten (10) hours per day.(2)
A general education course, elective course, or a course designated to meet degree requirements shall not be acceptable.(3)

Procedures for Approval of Continuing Education Programs. A course(1)
The following information shall be submitted for board review and approval:(a)(1)
A published course or seminar description, including course learning objectives;(b)(2)
Names and qualifications of all instructors(c)(3)
A copy of the program agenda indicating hours of education, registration, and coffee and lunch breaks;(d)(4)
Number of CEUs(e)
A copy of the certificate of completion for distribution to attendees; and(f)(5)
Application to the board for CEU(2)
A CEU activity shall be qualified for approval if the board determines the activity being presented:(a)
Is an organized program of learning;(b)
Pertains to subject matters which integrally relate to the practice of speech language pathology or audiology;(c)
Contributes to the professional competence of the licensee; and(d)
Is conducted by individuals who have relevant training or experience.(3)
CEU providers shall provide attendees with a certificate of completion, including the course approval number provided by the board.Section 4.Section 5.
Procedures for Approval(1)
Sponsor approval. An entity seeking to obtain approval of a continuing education program prior to its offering shall:(1)(a)

Consistently offers programs which meet or exceed all the requirements set forth in subsection (2) of this section; and(b)2.
Does not exclude a licensee from its programs.(3)
A sponsor may apply for approval less than thirty (30) days before, or any time after, a program is conducted, however, the sponsor may not advertise the program has been board-approved.(2)

Licensee Responsibilities and Reporting Requirements(1)
During the licensure renewal period, up to fifteen (15) percent of all licensees shall be selected at random by the board or include those licensees who earned CEUs during the late renewal period, and required to furnish documentation of the completion of the appropriate number of CEUs(2)
A licensee shall:(a)
Be responsible for obtaining required CEUs(b)
Identify their(c)
Seek ways to integrate new knowledge, skills and attitudes;(d)
Select approved activities by which to earn CEUs(e)
Submit to the board, if applicable, a request for approval for CEUs(f)
At the time of renewal, list the CEUs(g)
Document attendance, participation in, and successful completion of CEUs(h)
Maintain records of CEUs(3)
If audited, the following items are required to document CEUs(a)
A signed transcript or tracking sheet issued by a professional association; or(b)
A transcript, official certificate of completion, or affidavit signed by the instructor for each CEU course or session;(4)
Failure to comply with the provisions of this administrative regulation shall constitute a violation of KRS 334A.170(4) and shall result in:(a)
Refusal or denial of license renewal;(b)
Suspension of licensure; or(c)
Revocation of licensure;(5)

Responsibilities and Reporting Requirements of Providers and Sponsors.(1)

In writing, including a basis for the appeal and with additional supporting documentation as needed for reconsideration;(b)
Received by the board within thirty (30) days after the date of receipt of the decision denying approval of CEUs(c)

Waiver or Extensions of Continuing Education.(1)
On application, the board may grant a waiver or extension of the continuing education requirements(a)
Medical disability of the licensee;(b)
Illness of the licensee or an immediate family member; or(c)
Death or serious injury of an immediate family member.(2)
A written request for waiver or extension of time involving medical disability or illness shall be:(a)
Submitted by the licensee(b)
Accompanied by a verifying document signed by a licensed physician which includes the NPI number.(3)

This regulation establishes continuing education requirements for speech language pathologists, audiologists, and speech-language pathology assistants.

This regulation is necessary to implement the provisions of KRS 334A.170(4).
(c) How this administrative regulation conforms to the content of the authorizing statutes:
This regulation is in conformity as the authorizing statute gives the board the ability to promulgate regulations generally.
(d) How this administrative regulation currently assists or will assist in the effective administration of the statutes:
This regulation will assist the board in administering this program by identifying continuing education requirements for speech-language pathologists, audiologist, and speech-language pathology assistants.
(2) If this is an amendment to an existing administrative regulation, provide a brief summary of:
(a) How the amendment will change this existing administrative regulation:
The amendment strikes the definitions which have been re-promulgated in a new administrative regulation on definitions and abbreviations; reorganizes the regulation to promote clarity; authorizes that CEUs may be earned during the grace period to eliminate the confusion relating to staggered deadlines for licensure renewal and clarifies that CEUs earned during the grace period can only be used once and may be subject to audit; adds form incorporated by reference; adds requirement that applicant for a board approved CEU program must submit a certificate of completion in the application material and that attendees shall be provided the certificate upon completion; and includes other housekeeping amendments.
(b) The necessity of the amendment to this administrative regulation:
The amendment is necessary to eliminate confusion on earning CEUs during the renewal grace period, to streamline and reorganize the regulation to make more sense, and to incorporate the CEU application form that was not previously incorporated by reference.
(c) How the amendment conforms to the content of the authorizing statutes:
The amendment to this administrative regulation is in conformity with the authorizing statute that gives the board the ability to promulgate regulations generally regarding licensure requirements.
(d) How the amendment will assist in the effective administration of the statutes:
The amendment to this administrative regulation will assist the board in administering this program and the efficient collection of necessary information submitted by the applicant, eliminate confusion regarding earning CEUs during the grace period and eliminate having two (2) different deadlines relating to renewal, and add material incorporated by reference that was not previously incorporated.
(3) Does this administrative regulation or amendment implement legislation from the previous five years?
No.
(4) List the type and number of individuals, businesses, organizations, or state and local governments affected by this administrative regulation:
This regulation will affect the 4179 active and 85 inactive licensees in some capacity.
(5) Provide an analysis of how the entities identified in question (4) will be impacted by either the implementation of this administrative regulation, if new, or by the change, if it is an amendment, including:
(a) List the actions that each of the regulated entities identified in question (4) will have to take to comply with this administrative regulation or amendment:
There are no changes to the number of CEUs a licensee must have for renewal, however, the licensee may not earn CEUs for renewal during the grace period, and an applicant for a board approved CEU program must use the form and include a copy of the certificate of completion, which they shall be required to provide to an applicant upon completion of the program.
(b) In complying with this administrative regulation or amendment, how much will it cost each of the entities identified in question (4):
There is no cost for the application for CEU approval and the board is unaware of what costs third party CEU providers charge for a CEU program.
(c) As a result of compliance, what benefits will accrue to the entities identified in question (4):
The regulation has been streamlined and simplified, and the grace period will now coincide for renewal and CEUs, which will benefit licensees and promote more efficient administration.
(6) Provide an estimate of how much it will cost the administrative body to implement this administrative regulation:
(a) Initially:
No new costs are anticipated to implement this administrative regulation.

The board’s operations are funded by fees paid by credential holders and applicant.

201 KAR 17:090.Continuing education requirements.
Section 1.
Accrual of Continuing Education Units.(1)
A minimum of thirty (30) CEUs shall be accrued by each licensee during the biennial period for renewal. Two (2) of these hours shall be focused on ethics.(2)
A dual license holder in both speech-language pathology and audiology shall complete a minimum of fifty (50) CEUs during the biennial period for renewal which shall include CEUs in both areas of licensure and two (2) hours of ethics.(3)
The licensee may use up to a maximum of four (4) hours in a related area for each biennial period.(4)
A person newly licensed during the license renewal period shall not be required to complete continuing education as a prerequisite for the first renewal of their license.(5)
A person who fails to reinstate a license within five (5) years of its expiration shall apply for a new license and meet current licensure standards. Additionally, the applicant shall provide proof they have worked in the field as a licensee in another state during that time period; or shall provide proof of the successful completion of thirty (30) CEUs within the last twenty-four (24) months for a single license application or fifty (50) CEUs for a dual license application.(6)
Continuing education shall be completed during the renewal period ending January 31. For late renewal, CEUs may be earned during the grace period ending March 3, however those CEUs shall not be used for the next renewal period, and licensees who earn CEUs during the grace period may be subject to audit during the next renewal period.Section 2.
Methods of Acquiring Continuing Education Units. CEUs applicable to the renewal of the license shall be directly related to the profession.(1)
The hours shall be earned by completing any of the following educational activities:(a)
Pre-approved programs not requiring board review. An educational program from any of the following providers shall be deemed to be relevant to the profession and shall be approved without further review:1.
Programs sponsored or approved by the American Speech-Language-Hearing Association (ASHA) or the American Academy of Audiology (AAA); or2.
An academic course offered by an accredited postsecondary institution directly related to speech-language pathology or audiology. Academic credit equivalency for CEUs shall be based on one (1) university credit hour equivalency of fifteen (15) CEUs. Programs designated to meet degree requirements shall not be acceptable;(b)
Programs requiring board review and approval. The board shall issue an approval number upon receipt of the documentation required by Section 4 of this administrative regulation. A program from any of the following sources shall be reviewed for a determination of relevancy prior to board approval:1.
A program, including a home study course or in-service training provided by another organization, educational institution, or service provider approved by the board in accordance with Section 5 of this administrative regulation;2.
A program or academic course presented by the licensee. A presenter of a relevant program or academic course shall earn full CEU for each contact hour of instruction, not to exceed one-half (1/2) of the CEU renewal requirements. Credit shall not be issued for repeated instruction of the same course; or3.
Authoring an article in a relevant, professionally recognized or juried publication. Credit shall be granted for first authorship of an article published within the two (2) year period immediately preceding the renewal date. A licensee shall not earn more than one-half (1/2) of the CEUs required for renewal. More than one (1) publication shall not be accepted during a renewal period.4.
Online coursework shall not exceed ten (10) hours per day.(2)
A general education course, elective course, or a course designated to meet degree requirements shall not be acceptable.(3)
Related CEU topics not specifically a part of the field of speech-language pathology or audiology may be approved for up to four (4) CEUs if the board determines the related topics will enhance the licensee's ability to practice. The four (4) hour maximum credit for related topics of study by a dual licensee shall be applicable to only one (1) license (speech-language pathology or audiology).Section 3.
Procedures for Approval of Continuing Education Programs. A course which has not been preapproved by the board pursuant to Section 3(1) of this administrative regulation may be used for CEUs upon board approval of the course.(1)
The following information shall be submitted for board review and approval:(a)
A published course or seminar description, including course learning objectives;(b)
Names and qualifications of all instructors;(c)
A copy of the program agenda indicating hours of education, registration, and coffee and lunch breaks;(d)
Number of CEUs requested;(e)
A copy of the certificate of completion for distribution to attendees; and(f)
Application to the board for CEU approval using the "Application for Continuing Education Program Approval", form DPL-SLPA-12.(2)
A CEU activity shall be qualified for approval if the board determines the activity being presented:(a)

Procedures for Approval of Continuing Education Sponsors.Sponsor approval. An entity seeking to obtain approval of a continuing education program prior to its offering shall:(1)
Apply to the board at least thirty (30) days in advance of the program, and shall provide the information required in Section 4(1) of this administrative regulation; or(2)
A prior-authorized CEU provider under Section 3(1)(a) of this administrative regulation shall satisfy the board that the entity seeking this status:(a)
Consistently offers programs which meet or exceed all the requirements set forth in subsection (2) of this section; and(b)
Does not exclude a licensee from its programs.(3)
A sponsor may apply for approval less than thirty (30) days before, or any time after, a program is conducted, however, the sponsor may not advertise the program has been board-approved.Section 5.

A licensee shall:(a)

Select approved activities by which to earn CEUs;(e)
Submit to the board, if applicable, a request for approval for CEUs not approved as required in Section 3(1) of this administrative regulation;(f)
At the time of renewal, list the CEUs obtained during that licensure renewal period;(g)
Document attendance, participation in, and successful completion of CEUs for a period of two (2) years from the date of the renewal; and(h)
Maintain records of CEUs.(3)
If audited, the following items are required to document CEUs:(a)
A signed transcript or tracking sheet issued by a professional association; or(b)
A transcript, official certificate of completion, or affidavit signed by the instructor for each CEU course or session;(4)
Failure to comply with the provisions of this administrative regulation shall constitute a violation of KRS 334A.170(4) and shall result in:(a)

Responsibilities and Reporting Requirements of Providers and Sponsors.(1)
A provider of CEUs not requiring board approval shall be responsible for providing documentation, as established in Section 4(2) of this administrative regulation, directly to the licensee.(2)
A sponsor of CEUs requiring board approval shall be responsible for submitting a course offering to the board for review and approval before listing or advertising that offering as approved by the board. The board shall provide an identifying number for the sponsor to use in identifying the course.Section 7.
Appeal of Denial of Continuing Education Units.(1)
If an application for approval of CEUs is denied, in whole or part, the applicant or licensee shall have the right to appeal the board's decision.(2)
An appeal shall be:(a)
In writing, including a basis for the appeal and with additional supporting documentation as needed for reconsideration;(b)
Received by the board within thirty (30) days after the date of receipt of the decision denying approval of CEUs; and(c)
Conducted in accordance with KRS Chapter 13B.Section 8.

A board approved waiver or extension of time to fulfill the minimum CEU requirements shall not exceed one (1) year.Section 9.
Continuing Education Requirements for Inactive Status or Interim Licensure.(1)
Except as provided by subsection (3) of this section, the CEU requirements established in Section 2 of this administrative regulation shall be waived for a licensee on inactive status during the period the licensee remains inactive. A licensee on inactive status who requests reactivation shall meet the requirements of Section 10 of this administrative regulation.(2)
The CEU requirements established in Section 2 of this administrative regulation shall not apply to an interim licensee.(3)
A licensee on inactive status shall submit proof of thirty (30) CEUs, including two (2) hours of ethics if applying for a third consecutive biennial renewal under inactive status. For subsequent renewals, an inactive licensee shall obtain thirty (30) CEUs for every six (6) years on inactive status. These hours shall be obtained within the twenty-four (24) months preceding the six (6) year deadline.Section 10.
Continuing Education Requirements for Reinstatement or Reactivation of Licensure.(1)
A person requesting licensure reinstatement or reactivation shall submit evidence of thirty (30) CEUs within the twenty-four (24) month period immediately preceding the application submittal.(2)
The CEUs received in compliance with this section shall be in addition to the CEU requirements established in Section 2 of this administrative regulation and shall not be used to comply with the requirements of that section.Section 11.

(a) What this administrative regulation does:
This regulation establishes continuing education requirements for speech language pathologists, audiologists, and speech-language pathology assistants.
(b) The necessity of this administrative regulation:
This regulation is necessary to implement the provisions of KRS 334A.170(4).
(c) How this administrative regulation conforms to the content of the authorizing statutes:
This regulation is in conformity as the authorizing statute gives the board the ability to promulgate regulations generally.
(d) How this administrative regulation currently assists or will assist in the effective administration of the statutes:
This regulation will assist the board in administering this program by identifying continuing education requirements for speech-language pathologists, audiologist, and speech-language pathology assistants.
(2) If this is an amendment to an existing administrative regulation, provide a brief summary of:
(a) How the amendment will change this existing administrative regulation:
The amendment strikes the definitions which have been re-promulgated in a new administrative regulation on definitions and abbreviations; reorganizes the regulation to promote clarity; authorizes that CEUs may be earned during the grace period to eliminate the confusion relating to staggered deadlines for licensure renewal and clarifies that CEUs earned during the grace period can only be used once and may be subject to audit; adds form incorporated by reference; adds requirement that applicant for a board approved CEU program must submit a certificate of completion in the application material and that attendees shall be provided the certificate upon completion; and includes other housekeeping amendments.
(b) The necessity of the amendment to this administrative regulation:
The amendment is necessary to eliminate confusion on earning CEUs during the renewal grace period, to streamline and reorganize the regulation to make more sense, and to incorporate the CEU application form that was not previously incorporated by reference.
(c) How the amendment conforms to the content of the authorizing statutes:
The amendment to this administrative regulation is in conformity with the authorizing statute that gives the board the ability to promulgate regulations generally regarding licensure requirements.
(d) How the amendment will assist in the effective administration of the statutes:
The amendment to this administrative regulation will assist the board in administering this program and the efficient collection of necessary information submitted by the applicant, eliminate confusion regarding earning CEUs during the grace period and eliminate having two (2) different deadlines relating to renewal, and add material incorporated by reference that was not previously incorporated.
(3) Does this administrative regulation or amendment implement legislation from the previous five years?
No.
(4) List the type and number of individuals, businesses, organizations, or state and local governments affected by this administrative regulation:
This regulation will affect the 4179 active and 85 inactive licensees in some capacity.
(5) Provide an analysis of how the entities identified in question (4) will be impacted by either the implementation of this administrative regulation, if new, or by the change, if it is an amendment, including:
(a) List the actions that each of the regulated entities identified in question (4) will have to take to comply with this administrative regulation or amendment:
There are no changes to the number of CEUs a licensee must have for renewal, however, the licensee may not earn CEUs for renewal during the grace period, and an applicant for a board approved CEU program must use the form and include a copy of the certificate of completion, which they shall be required to provide to an applicant upon completion of the program.
(b) In complying with this administrative regulation or amendment, how much will it cost each of the entities identified in question (4):
There is no cost for the application for CEU approval and the board is unaware of what costs third party CEU providers charge for a CEU program.
(c) As a result of compliance, what benefits will accrue to the entities identified in question (4):
The regulation has been streamlined and simplified, and the grace period will now coincide for renewal and CEUs, which will benefit licensees and promote more efficient administration.

(a) Initially:
No new costs are anticipated to implement this administrative regulation.

The board’s operations are funded by fees paid by credential holders and applicant.
