Section 1.
(1)
The examination for licensure by the board shall be the American Podiatric Medical Licensing Examination (APMLE) Part I, Part II, and Part III or the PMLexis(2)
The examination shall be administered pursuant to the testing schedule of the National Board of Podiatric Medical Examiners.(3)

PUBLIC HEARING AND COMMENT PERIOD: A public hearing on this administrative regulation shall be held November 23, 2026, at 9AM, at the Mayo-Underwood Building, Room 206NW, 500 Mero Street, Frankfort, Kentucky. Individuals interested in being heard at this hearing shall notify this agency in writing by five (5) workdays prior to the hearing, of their intent to attend. If no notification of intent to attend the hearing was received by that date, the hearing may be cancelled. A transcript of the public hearing will not be made unless a written request for a transcript is made. If you do not wish to be heard at the public hearing, you may submit written comments on the proposed administrative regulation. Written comments shall be accepted through November 30, 2026. Send written notification of intent to be heard at the public hearing or written comments on the proposed administrative regulation to the contact person by using the PPC public comment portal at the address listed below.

This administrative regulation identifies the required examination and the passing score necessary for licensure in Kentucky.
(b) The necessity of this administrative regulation:
This administrative regulation is necessary to identify the required examination and score necessary for licensure.
(c) How this administrative regulation conforms to the content of the authorizing statutes:
KRS 311.420 authorizes the board to accept certified, successful National Board of Podiatry examinations in lieu of its own written examination. This regulation establishes the board’s acceptance of the APMLE examinations and the score necessary for passage for licensure.
(d) How this administrative regulation currently assists or will assist in the effective administration of the statutes:
This regulation assists the board in administration by identifying the examination for licensure.
(2) If this is an amendment to an existing administrative regulation, provide a brief summary of:
(a) How the amendment will change this existing administrative regulation:
The amendment updates the regulation to reflect the appropriate tests, organization, and current national score for passage.
(b) The necessity of the amendment to this administrative regulation:
The amendment is necessary to properly reflect the passing score.
(c) How the amendment conforms to the content of the authorizing statutes:
KRS 311.420 authorizes the board to accept a National Board of Podiatry examination, and KRS 311.410(4) authorizes the board to make all rules and regulations as may be necessary to implement and carry out its duties.
(d) How the amendment will assist in the effective administration of the statutes:
These amendments will assist in the effective administration of KRS Chapter 311 by ensure the regulation reflects the correct score for passage of the APMLE for Kentucky licensure.
(3) Does this administrative regulation or amendment implement legislation from the previous five years?
No.
(4) List the type and number of individuals, businesses, organizations, or state and local governments affected by this administrative regulation:
This regulation will affect an unknown number of potential applicants for licensure.
(5) Provide an analysis of how the entities identified in question (4) will be impacted by either the implementation of this administrative regulation, if new, or by the change, if it is an amendment, including:
(a) List the actions that each of the regulated entities identified in question (4) will have to take to comply with this administrative regulation or amendment:
Each license applicant must take and pass the APMLE with a passing score of 75 to qualify for licensure.
(b) In complying with this administrative regulation or amendment, how much will it cost each of the entities identified in question (4):
It will cost each applicant an examination fee set by the Federation of Podiatric Medical Boards (FPMB), and paid directly to that entity.
(c) As a result of compliance, what benefits will accrue to the entities identified in question (4):
As a result of compliance with the amendment, the applicants will understand what score is required by Kentucky for passage.
(6) Provide an estimate of how much it will cost the administrative body to implement this administrative regulation:
(a) Initially:
This administrative regulation does not create a cost for the administrative body.
(b) On a continuing basis:
This administrative regulation does not create a cost for the administrative body.

The Kentucky Board of Podiatry is self-funded through the fees paid by licensees. No additional funding is necessary for the implementation and enforcement of this administrative regulation.

No increases in fees or funding are necessary to implement the amendment to this administrative regulation.
