Summary of Original Version	Create a new section of KRS Chapter 189 prohibiting the use of a personal communication device by an operator of a motor vehicle, motorcycle, or moped that is under the age of 18; provide a grace period during which a warning will be issued until January 1, 2010; provide that after January 1, 2010, a fine will be imposed for violation.
