Summary of Original Version | Propose to create a new section of the Constitution of Kentucky to require the Kentucky General Assembly to provide a reasonable period of time for public review and comment prior to the final enactment of any appropriation or revenue measure; require city, county, and state governmental and quasi-governmental agencies to use technology and make public information accessible via electronic media; declare no law or rule shall compel any person, employer, or health care provider to participate in any health care system; declare no law or rule shall compel any person, employer, or health care provider to provide abortion services; declare that no law or rule shall prevent the severing of coal and require city, county, and state governmental agencies to assist in the advancement of energy policy, science, technology, and innovation using Kentucky coal and other Kentucky-based energy resources; declare no law or rule shall prevent any person, employer, teacher, or city, county, or state government official from posting the Ten Commandments as part of a display of historic documents; declare no law or rule shall compel any law-abiding person to surrender firearms or infringe upon the lawful possession and use of firearms; and to claim sovereignty under the Tenth Amendment to the Constitution of the United States over all powers not otherwise enumerated and granted to the federal government by the Constitution of the United States for the people of the Commonwealth of Kentucky. |
