Summary Acknowledge that project authorizations are based upon Transportation Cabinet estimates; provide the Transportation Cabinet with the authority to expend funds necessary to complete projects authorized in this Act, amended only by variations dictated by bid or unforeseen circumstances; provide that the Kentucky Public Infrastructure Authority, in conjunction with the Kentucky-Indiana Bi-State Authority, update the financial plan for the Louisville-Southern Indiana Ohio River Bridges Project; prohibit the Transportation Cabinet from expending funds on that project if a financial plan is not submitted to the Federal Highway Administration by December 31, 2010; establish funding criteria for road projects with certain designations; prioritize projects should any additional federal highway moneys become available; provide that this Act, in conjunction with 2010 Extraordinary Session HJR 3, shall constitute the Six Year Road Plan; set out the 2010-2012 Biennial Highway Construction Plan; EMERGENCY.
