Summary of Original Version | Amend KRS 226.010 to define "pawnbroker," "pledgor," and "permitted user"; amend KRS 226.040 to expand registry requirements associated with pawn transactions, prohibit pawn transactions with persons unwilling or unable to provide required identification, and require submission of information to the Department of Kentucky State Police or contracted vendor; and create a new section of KRS Chapter 17 to require the Department of Kentucky State Police to establish or contract for the provision of pawn database services. |

Summary | Clarify that no fee shall be assessed against a customer of a pawnbroker in connection with compliance with this Act; set forth provisions for contracts with outside vendors that may maintain the transaction database required by this Act; require the Department of Kentucky State Police to consider the cost of service and ability to meet requirements of this Act when selecting an outside vendor; require the department to prohibit the selling or sharing of information contained in the database to a third party; require the department to consider the outside vendor's ability to prevent fraud, abuse, and other unlawful activities associated with pawnbroker transactions; state that if an outside vendor violates this Act, the department may terminate the contract and the vendor may be barred from becoming a party to any other state contracts. |

Summary | Amend KRS 205.200 to require that an applicant for benefits under the food stamp program show a government-issued photo ID card at the initial interview to determine eligibility; create a new section of KRS Chapter 205 to require retail establishments to require a government-issued photo ID card before accepting payment from a food stamp enrollee using a food stamp card; require cashiers to request a government-issued photo ID card of a food stamp enrollee before accepting payment from another individual using a food stamp enrollee's card; amend KRS 205.990 to require that retail establishments that fail to comply shall be fined $500 for the first offense and $1,000 for each subsequent offense; give the cabinet authority to revoke the food stamp privileges of retail establishments that don't comply. |
