Summary	Delete original provisions; acknowledge that project authorizations were based upon Transportation Cabinet estimates; authorize the Transportation Cabinet to expend funds necessary to complete projects authorized in this Act, amended only by variations dictated by bid or unforeseen circumstances; establish funding criteria for road projects with certain designations; prioritize projects should any additional federal highway moneys become available; provide that this Act in conjunction with 2012 HJR 77 shall constitute the six-year road plan; set out the 2010-2012 Biennial Highway Construction Plan; declare an EMERGENCY.
