Summary of Original Version | Amend KRS 12.145 to require state agencies to use certified mail or registered mail for correspondence relating to legal rights, and permit state agencies to use any method of governmental, commercial, or electronic delivery for other correspondence or notification; amend KRS 446.010 to define "certified mail" and "registered mail" in communication regarding legal rights to include governmental or commercial methods, and allow any method of governmental, commercial, or electronic delivery for all other communications. |

Summary | Amend KRS 12.145 to require state agencies to use certified mail or registered mail for correspondence or notifications that the agency determines warrants proof of receipt that those methods of delivery provide, and allow agencies of state government to use any method of governmental, commercial, or electronic delivery for any other correspondence or notifications; amend KRS 446.010 to define "certified mail" as any governmental, commercial, or electronic method of delivery that allows a document or package to have proof of sending, delivery, and signature, and to define "registered mail" as any governmental, commercial, or electronic method of delivery that allows a document or package to have proof of chain of custody, insurance, and signature of recipient. |
