Summary of Original Version Create a new section of KRS Chapter 433 to define "nonferrous metal" and "secondary metals recycler"; prohibit a secondary metals recycler from purchasing copper from any person except a licensed heating, ventilation, and air conditioning contractor, electrical contractor, plumber, homebuilder, remodeler, or public or private utility; require secondary metals recycler to report at end of each business day any copper transaction to sheriff and local police department; prohibit an unauthorized person from selling or attempting to sell copper to a secondary metals recycler; establish penalties up to a Class D felony for unlawful purchase or disposition of copper; create a new section of KRS Chapter 512 to establish the crime of unlawful acts relating to acquiring metals; institute penalties up to a Class D felony depending on value of and damage to property; amend KRS 15.232 and 65.871 to conform.
