Summary of Original Version Create a new section of KRS Chapter 13A to prohibit the promulgation of administrative regulations for a period of one year unless the administrative regulation meets the criteria for an emergency administrative regulation or is specifically required to be promulgated pursuant to legislation enacted this session and to require all administrative bodies to repeal and repromulgate their administrative regulations at the end of that one year period and before the end of the second year if the agencies do not want the administrative regulations to expire at the end of the second year; amend KRS 13A.190 to revise the criteria and requirements relating to the promulgation of an emergency administrative regulation; amend KRS 13A.240 to change the regulatory impact analysis to require an economic impact analysis and a small business and consumer impact analysis; amend KRS 13A.245 to specify that state administrative regulations shall not impose stricter requirements or other responsibilities on regulated entities than those required by a federal mandate unless specifically authorized by state law.
