Summary Retain original provisions, except clarify the definition of ambulatory surgical center to exclude certain physician private offices and enhanced payments for outpatient surgical procedures performed in those private offices; include physician offices that meet the definition of an ambulatory surgical center within the control of KRS Chapter 216B; exempt previously licensed ambulatory surgical centers from the certificate of need requirement; add criteria for an ambulatory surgical center to merit the cabinet's nonsubstantive review for a certificate of need proposal.
