| Summary of Original Version | Amend KRS 189A.103 to provide that a person consents to a blood test when the person is involved in a motor vehicle accident involving serious physical injury or death; prohibit a medical practitioner or medical facility from requiring the person to sign a waiver of liability in order to have the blood sample drawn; provide that upon a person's refusal to submit to a blood test, the investigating police officer shall apply for a search warrant to obtain the blood sample. |
