Summary Delete original provisions; amend KRS 186A.190 to establish when a salvage title may be issued to a person by affidavit in instances where a debt has been owed to the possessor of a vehicle for more than 30 days and certificate of title has not been secured following settlement by the insurer or 45 days where the possession came at the request of the owner or insurer; change the notice procedures required to obtain a salvage title.
