Summary Amend KRS 186A.195 to require the county clerk to enter title lien statements no later than five days after receipt of all necessary information, and to allow for perfection of a security interest in property previously titled in the name of the debtor if the certificate of title is filed within 30 days instead of 20; amend KRS 186A.200 to extend the length of time a secured party has to obtain the certificate of title after executing a security agreement from 20 days to 30 and to require the county clerk to enter the information within five days of receipt of the information.

Amendment Senate Committee Substitute 1
Summary Delete the provisions of the HCS1; amend 186.190 to require that a notation of a security interest in any property for which a certificate of title is issued be made by entry of the required information into the Automated Vehicle Information System; allow for perfection of the security interest upon the entry of that information; allow county clerks to obtain the required information from the title lien statement or an equivalent out-of-state issued instrument; amend KRS 186A.195 to conform to the requirement of notation of security interests in AVIS.
