Summary of Original Version Amend KRS 186A.215 to provide that the transferor of a motor vehicle may have the transferee sign a notarized statement that all necessary legal documents for the transfer have been received and that the transfer of title is effective immediately; amend KRS 186A.220 to provide that a dealer may have the transferee sign a notarized statement that all necessary legal documents for the transfer have been received and that the transfer of title is effective immediately.
