Summary | Retain original provisions; amend KRS 241.065 to mandate that annual population estimates be determined by the Kentucky State Data Center at the University of Louisville; create new sections of KRS Chapter 241 to specify the number of quota retail package licenses in a wet county to be issued by the department, specify the number of quota retail package licenses in any city that becomes wet separate from the county, stipulate that the federal decennial census population figures shall be used in a census year and require the department to obtain population figures for all wet counties and cities by January 1 of each year to determine the number of quota licenses, allow a city to petition the board for an increase in the number of quota licenses available, stipulate that a city shall not file a request to increase the number of quota retail licenses more often than once every three years, and assert that a quota retail package licensee assumes the business risk that the number of quota licenses may increase at a later time; amend KRS 243.157 to allow microbreweries to sell malt beverages produced on the premises for on- and off-premises consumption without restriction on the amount. |
