Summary Amend KRS 520.010 to allow persons who are in a detention facility in a professional capacity to possess a cell phone or other personal electronic device. Create new section of KRS Chapter 411 to require jailers to create policies allowing jailers, deputy jailers, attorneys, and their assistants to use cell phones in jails.
