Summary of Original Version Amend KRS 189.292 to provide that no person shall use a personal communication device or stand-alone electronic device while operating a motor vehicle; set forth exceptions; provide that persons under the age of 18 shall not use a personal communications device while driving, except for emergencies; amend KRS 189.990 to set forth penalties for the violation of KRS 189.292; amend KRS 186.452, 186.454, and 189.2327 to conform; repeal KRS 189.294.
