Summary Retain original provisions, specify that applicable criminal statutes of limitation shall not apply to ethical misconduct under KRS 6.601 to 6.849; provide for dismissal of a legislative ethics complaint upon the affirmative vote of at least five members, including at a teleconference meeting; allow a complaint to be filed against a former legislator, legislative agent, or former employer of a legislative agent within one year of the date he or she left office or terminated lobbying registration; provide for confidentiality of the commission records relating to a preliminary inquiry; require the commission to design seminars for employees of the legislative branch of state government; change design requirement for continuing legal education class; reduce the current issue seminars for legislators from three hours to two hours.
